Try things repeatedly...
Not all puzzles are accessible the first time you encounter them. There are a number of actions, puzzles, etc. that are only accessible after some other event has happened, or some other puzzle has been solved. If you have tried something that you think should work (but didn't), try it again after you have encountered some other circumstance, visited some other place, or obtained some other object. Any of these could be the "trigger" that is necessary to activate the new object, puzzle, action, etc.
It is helpful to make note of any item that you can look at closely -- whether or not you can currently interact with it. Then after you solve another puzzle -- even one that seems totally unrelated -- you will have a list of puzzles you could re-visit.
