When can I use the cell phone?
Pretty much all the time, with two exceptions:
-- Nancy won't use her cell phone when she's standing next to someone. It's Rude. (She also won't use her cell phone when standing in a place where someone else *usually* stands, even if they're not there at the moment.)
-- Nancy can't use her cell phone when she's in a place with no signal, like underground. Oddly, this only seems to apply to the voice part; the Web browser works wherever she is.
