Number the rotating dials from left to right, and list all numerals (in order) that appear on each of the dials. Apparently each rotating dial has six numerals (0 - 5). The numbers that can be displayed by each dial are:

Identify the set of dials that rotate when you rotate each dial. The "X" is the dial you press. It, and the underlined blocks dial. For example, when you press dial 1 (the "X" on the first line), dials 2, 3, 4, and 5 also change (reading across that line):
