What must I do to with this final valve?
1 of 6: Should you put something on the valve?
2 of 6: How about that loose wheel, from the water tank?
3 of 6: Climb back up the ladder, and exit the vault door. Since you are about to mess with the pipes and valves again, you close the vault door to be on the safe side.
4 of 6: Return to the right side of the pipes and valves. Do not turn the wheel of valve 3, but remove the screwdriver, then remove the wheel.
5 of 6: Carefully reopen the vault door, and then descend the ladder again.
6 of 6: Fit the wheel onto the valve. Turn the valve. This opens the final door.
