• Number the rotating blocks from left to right, and list all letters (in order) that appear on each of the blocks.  Apparently each rotating block has four sides.  The letters that can be displayed by each block are:

  Identify the set of blocks that rotate when you rotate each block.  The "X" is the block you select.  It, and the underlined blocks rotate. For example, when you press block 1 (the "X" on the first line), blocks 3 and 4 also change (reading across that line):
