Take a Boat
1 of 4: Head to the very NW corner of the market area.
2 of 4: Click on the anchoring post that's there.
3 of 4: If you can pass a Dexterity check, you'll be able to use the nearby small boat to sail over to the docks.
4 of 4: If you fail the Dexterity check, you'll have to find another way to get to the docks (or restore a save and try the anchoring post again).
