Gulnan the yuan-ti, one of the escaped Waterdhavians, is hiding out in the Warrens of the Damned, which is easily accessed via an unlocked crypt once you make it into the Great Graveyard.

From the center of that hallway, you can head south to find the locked door that leads to Gulnan's inner sanctum area.
