1 of 5: He's hiding out in a room in the Green Griffon Inn.
2 of 5: Head north from the North Road area to get to the inn's area, then go explore the inn's second floor.
3 of 5: There are two locked doors up there, one of which is openable via lock-picking, spells, and bashing.
4 of 5: Behind that door is Zor.
5 of 5: Bash him down to surrender status, talk to him a bit, then kill him and get his ear.
