1 of 7: Talk to Bela in the Wink and Tickle to get this quest.
2 of 7: She'll say to talk to Rhaine upstairs if your character is male, and Oreth if your character is female.
3 of 7: They're both on the second floor behind locked doors.
4 of 7: Rhaine is in the locked NE room, and Oreth is in a locked south room (across the hall from Yvette).
5 of 7: Talk to the right person to learn more about the two High Captains and their hideouts.
6 of 7: Ask about each High Captain individually to get a key to alternative entrances to each of their lairs.
7 of 7: That ends this quest, but be sure to try those keys out sometime. (Also, report back after you kill a High Captain to get some bonus XP.)
