2 of 4: You can access it via the sewer grates scattered about the city.
3 of 4: All of the grates except the one in the NE corner (which is labeled "Baram's Quarter") lead to the main sewer.
4 of 4: The lever of wind is in a chest in the ghoul lord's area, which is the SE corner of the sewer map.
