1 of 3: If Okku is with you, you'll have to dismiss him from your party before you can get the Shou people to talk to you.
2 of 3: To dismiss Okku, talk to him (right-click on him and choose "talk to") and choose the option about parting ways for now.
3 of 3: He'll be waiting in a spot a bit east of the city gates for when you want him to rejoin you.
