What if I don't have a pass?
1 of 4: This will be the case if you took the Shadow Thieves path instead of the City Watch path to get to this point.
2 of 4: Talk to Axel again after finishing the last Shadow Thieves quest to be referred to Karina.
3 of 4: You'll find her standing around a bit east of the Blacklake gate.
4 of 4: She'll escort you around just the same as the City Watch guys would if you had done their quests earlier.
