Special Exclusive Items Cheats
The General Cheat command "givefeat" can be used to set you up for the special exclusive item purchases even if you didn't buy the Special Edition of the game or get the presell code thing.
If you don't have the Special Edition, give your main character the "Blessing of Waukeen" feat using feat number 1765. If you don't have the presell code, use feat number 1764 to get the "Merchant's Friend" feat.
NOTE: Having those two feats also greatly increases the amount of money you get when you sell things to any merchant.
It's best to give yourself those feats right after starting a new game, though it'll be awhile (Act II) before you can reach any of the merchants who offer you the special exclusive items. Their locations are:
* Fibba, standing near docks a bit west of Sand's shop in Neverwinter's Docks District (use "Blessing of Waukeen" dialogue option) * Dayne Lynneth, in NW part of Neverwinter's Blacklake area * Haljal Throndor, near north end of Port Llast (use "Blessing of Waukeen" dialogue option)
