Using the Cheat Window
In the game, press the ~ (tilde) key to bring up a "shades of gray" window that covers the top half of the screen. Its prompt (a red # sign) is at the bottom left corner.
To enable the cheats, type "DebugMode 1" (w/o the quote marks) and press ENTER. When you're through typing in codes, type "DebugMode 0" to turn debug mode off, then press ~ again to close the cheat window.
NOTE: As an alternative to using the cheat window, you could press ENTER to go into chat mode (on the line that's just above your quickbar) and then precede every cheat command with ##, as in: ##DebugMode 1
You can use the "commands" command to get a long list of available commands. Some of them will scroll off the screen and be gone, but many of them will still be visible.
