Burglars
1 of 3: You'll find two non-hostile thugs standing at the end of a small alley that's about halfway between the guardpost near Hagen's shop and the weaponsmith. (They're almost directly south of the "Moire's" map pin.)
2 of 3: Approach them to overhear them talking about breaking into the nearby house.
3 of 3: Use one of the skill-related dialogue options to convince them to move along, or use the non-skill-related options to provoke them into a fight.
