1 of 5: There's a gnome merchant name Reylene who's now in the area south of the northern "District Exit" pin on the Docks District map.
2 of 5: She's a merchant who hasn't gotten in with Moire yet, so you're duty-bound to see to it that she does.
3 of 5: Keep choosing dialogue options until she catches on to the idea that you're asking for protection money.
4 of 5: Get her to pay 100 gold a week, and she'll be happy. (Apparently, she sees being extorted from by Moire as a mark of prestige and success.)
5 of 5: After that's over, you can get merchant services from her, but note that she's the worst merchant to sell to.
