2 of 4: You could then just say it's none of your business, and be counted as having visited the checkpoint.
3 of 4: Or you could ask to get in on the action, and then try to intimidate 200 gold from the sergeant (getting a chaotic alignment point in the process).
4 of 4: Or you could try to convince the sergeant via a diplomatic option to donate his bribe money to the City Watch and tip them off on any planned crimes he finds out about. This gets you 150 XP.
