1 of 4: You get this quest when you return to the City Watch building after finishing "Enforcing Order in the Docks" and find the place on fire.
2 of 4: The watchman who talks to you as you approach the burning building tells you that Cormick and Brelaina are in the Merchant Quarter's City Watch building, so head over there.
3 of 4: In the Merchant Quarter, head straight east to reach the door leading into the City Watch building.
4 of 4: Go inside and talk to Captain Brelaina to get promoted and get your next assignment.
