1 of 4: There's a gnome merchant name Reylene who's now in the area south of the northern "District Exit" pin on the Docks District map.
2 of 4: She's being menaced by thugs, but doesn't really seem to mind.
3 of 4: You can avoid a fight by backing off and letting the thugs have their way, but why do that when you can whack them for fun and XP?
4 of 4: After they're gone or dead, talk to Reylene to get merchant services, but note that she's the worst merchant to sell to.
