Is there a way to get past without fighting?
1 of 4: Approach the barricade and talk to the gang leader to find out.
2 of 4: It seems that he also is determined to not let Moire get her hands on that weapon shipment.
3 of 4: Since he's content to stay at the barricade, just be agreeable and then walk on through the barricade when the conversation is over.
4 of 4: TIP: The crate in the south alley just past the barricade has a Bowl of Commanding Water Elementals in it that can be used 10 times to summon a water elemental.
