1 of 3: Go to West Harbor and talk to Orlen about running your farms.
2 of 3: He'll agree to it, but it'll take him awhile to get there. He won't have arrived yet if you go straight back to the keep.
3 of 3: Awhile later, you'll find him standing next to a house near the transition point to the courtyard, and can talk to him about the state of the farming area.
