The Master of the Fifth Tower
1 of 4: After you have a long conversation with Lord Nasher and the new Luskan ambassador, go rest up, do some shopping, save your game, etc.
2 of 4: Then go to a world map transition point and travel to Crossroad Keep.
3 of 4: Talk to the Many-Starred Cloak guy who meets you in order to get the "Assault on Crossroad Keep" quest.
4 of 4: NOTE: Finishing that quest will also finish this one.
