1 of 4: Go to the Merchant Quarter and check the area map to find a pin named "Axle's" down near the SW corner of the area.
2 of 4: Go through the gate and door there to enter Axle DeVrie's home/office.
3 of 4: Inside, talk to Moire, then go through the door past her.
4 of 4: Talk to Axle near the large desk in the room beyond to get your next assignment.
