The Elder Scrolls IV: Oblivion Hints
Shady Sam
1 of 6: There's a special merchant named Shady Sam who's standing next to an outer wall of the Imperial City's Elven Gardens District.
2 of 6: The quickest way to get to him is to travel to the Chestnut Handy Stables and then move north along the city wall until you find him in an alcove.
3 of 6: He sells lots of powerful poisons that you can use to empower weapons.
4 of 6: He also sells skooma, which can be used to greatly increase your Strength and Speed temporarily (allowing you to quickly run away with a very heavy load of goods, or something like that).
5 of 6: Besides all that, he's one of the few people outside the Thieves Guild who sell lockpicks.
6 of 6: NOTES: Since you can't bribe Sam or play the disposition mini-game with him, cast a powerful Charm spell on him right before you talk to him. (See the Spellmaking Tips.) His inventory respawns every few days, at which time he'll have more poisons, another skooma bottle, and 30 more lockpicks.
