This amulet is a leveled item. Check the chart below to see what you'll get based on your level. If it's not good enough for you, wait until you've leveled up some more before you get the amulet.
NOTE: They seem to have made the same mistake with this amulet as with the ring reward from the Harlun's Watch quest. It just doesn't pay to be high-level when doing Fighters Guild quests.
