The Elder Scrolls IV: Oblivion Hints
How can I open these gates?
of 9: You need to find their push blocks and/or pressure plates.
of 9: Notice that between those two gates are several spots where you can drop into the large room below.
of 9: Do so and kill off the remainders of another goblin-vs.-undead battle, then check for loot. (Note that there are four Welkynd stones up on pillars that you'll have to jump for or knock off with arrows.)
of 9: Find the passage near the NW corner of the area and move along past some more loot until you reach the spot with a large push block in one wall. (It's easy to see since it has a blue-green crystal imbedded in it.)
of 9: Push that block, then go up the stairs to the left of it.
of 9: You'll now be behind the first of the two closed gates you noticed earlier.
of 9: Fortunately, there's a pressure plate on the floor that you can move across in order to open this gate.
of 9: Go through it and then south to where the other gate is.
of 9: You'll find that it's now open, too (if you pressed that push block earlier).
