Tips for Surviving Underwater
1 of 3: Since you've already got a high Alteration skill, you should be able to find or make a Water Breathing spell that lasts that long or that you can recast several times when it wears off.
2 of 3: If you've been doing Mages Guild quests, you can go to the Arcane University's Chironasium area and enchant a clothing item with a constant Water Breathing effect. You can even use a petty-level soul to do it with (but it'll cost 2,000 gold).
3 of 3: Or you can just go get Fin Gleam and wear it. It's not too hard to find, and it won't cost you anything.
