1 of 3: Travel to the Imperial City's Palace area and enter the Elder Council Chambers building in its center.
2 of 3: You should be able to find High Chancellor Ocato wandering around inside.
3 of 3: Talk to him about "Aid for Bruma" to learn that he can't send any. You'll have to look elsewhere for aid.
