2 of 9: The way to start is to find a wanted poster for the Gray Fox.
3 of 9: Among many other places, you can find two of those posters in the Imperial City's Arena area, to the left and right of the door that leads to the Palace area.
4 of 9: Click on any Gray Fox wanted poster to get the topic "Gray Fox" when you talk to people.
5 of 9: It's doubtful that any of the guards or upstanding citizens will have any idea how to get in contact with the Gray Fox.
6 of 9: So ask a few less reputable people.
7 of 9: Some people will tell you that the beggars are the Gray Fox's "eyes and ears."
8 of 9: So find one of the beggars who wander around the city streets during the day and ask him about the Gray Fox.
