How can I get the letter sealed without anyone noticing?
1 of 6: Travel to the Imperial City's Prison area.
2 of 6: Find the two doors to the Imperial Legion Offices.
3 of 6: Unfortunately, you're going to need to go through the one on the right, with the tough lock on it.
4 of 6: After you do, sneak over to the desk next to the stairs, use the Imperial Legion Seal that's on it, and then sneak back outside.
5 of 6: Or if you can't sneak well enough, drop your stolen items off somewhere, run for the seal, then pay the fine when a guard catches you.
