1 of 13: Talk to Ocheeva about "Contract" to get this quest.
2 of 13: You're to locate and eliminate a High Elf named Faelian in the Imperial City, killing him sneakily so no one will know that the Dark Brotherhood had anything to do with it.
3 of 13: Asking around the sanctuary for contract advice, you'll hear that you can probably learn more about Faelian by asking any elf in the Imperial City.
4 of 13: So fast-travel there and do just that. If you want to get to an elf fast, go to the Market District and talk to Thoronir in "The Copious Coinpurse" or Rindir in "Rindir's Staffs."
5 of 13: Get the elf's disposition up to 55 and then ask about Faelian to learn that he lives in the Tiber Septim Hotel in the Talos Plaza District.
6 of 13: Go to the hotel and talk to Augusta Calidia at the front desk about Faelian.
7 of 13: Get her disposition up to 50 and she'll tell you that Faelian does live here with his girlfriend, and is only around at night. During the day, he's off looking for skooma.
8 of 13: As your journal notes, the hotel is a bad place to bump off Faelian. However, go upstairs and talk to Atriana (after getting her disposition to 55) to learn that Faelian often goes to Lorkmir's house in the Elven Gardens District.
9 of 13: As your journal notes, that's a good place to kill him, so head on over there.
10 of 13: When you find Lorkmir's house in the NW set of buildings in the Elven Gardens District, you'll find that its door has a hard lock on it.
11 of 13: If you can sneakily pick the lock, you can go inside and wait until Faelian comes in (which he does around 11 am) and kill him easily.
12 of 13: Or you can find Faelian wandering around the nearby streets and give him some skooma so he'll give you a key to the house. See the list below to learn where you can get skooma.
