How and where do I put the finger to get the bonus?
1 of 6: In the Prison District, find the two locked doors that lead to the Imperial Legion Offices.
2 of 6: The door on the right, with the harder lock, can be opened with a key that Phillida had, but you'll almost certainly be spotted if someone is sitting at the commander's desk and you're not heavily Chameleoned.
3 of 6: You could instead pick the lock on the left office door and make your way through the mess area to a door that leads to the commander's office, but you may be seen if there's anyone in the mess area. (Also, the door leading to the office may be locked.)
4 of 6: Try both of those ways until you can get one to work, then sneak to the locked desk and pick it open.
5 of 6: Open up the desk's inventory and put Phillida's finger (in your inventory's "misc" section) into the desk.
6 of 6: TIP: Phillida also had the key to the Legion Commander's Chest that's just to the left of the desk, so open it up to find some random leveled loot.
