1 of 2: If you talk to Countess Millona Umbranox, you'll find that she has no dialogue topics about buying a house in Anvil.
2 of 2: Anvil is one of the "special" cities for house-buying. You'll have to do the misc. quest "Where Spirits Have Lease" in order to get a house there.
