The Elder Scrolls IV: Oblivion Hints
Imperial City
1 of 7: Find the Office of Imperial Commerce in the Market District's NW set of buildings.
2 of 7: Talk to Vinicia Melissaeia about "Buy a house in town" after getting her disposition up to 50.
3 of 7: Hand over 2,000 gold if you want to buy a hovel in the Waterfront area.
4 of 7: Go visit your hovel (called "My Imperial City House") at the NW corner of the Waterfront's housing area.
5 of 7: It comes unfurnished, so you'll have to go to the "Three Brothers Trade Goods" shop in the Market District's NE set of buildings and buy some furniture from Sergius Verus.
6 of 7: Scroll down in his shop inventory to find the "House" items that you can buy, then return to your house with them in order to get the furnishings put in.
7 of 7: NOTE: The "Buying a house in the Imperial City" quest won't leave your current quest list until you buy all the furnishings that Verus has (though you never really need to).
