Mercantile
1 of 4: Once you get your Mercantile skill to 70, talk to Margarte in Leyawiin or Seed-Neeus in Chorrol about "Training" to be referred to Palonirya.
2 of 4: She runs the "Divine Elegance" shop in the NW set of buildings in the Imperial City's Market District.
3 of 4: She'll start training you as soon as you can prove what a good merchant you are -- that is, by having 10,000 or more gold all at once.
