Mysticism
1 of 5: Once you get your Mysticism skill to 70, talk to Ita Rienus in Bravil or Boderi Farano at the Arcane University about "Training" to be referred to Dagail.
2 of 5: She can be found in the Leyawiin Mages Guild.
3 of 5: She'll insist that you close at least three Oblivion gates before she'll train you.
4 of 5: See the Oblivion Worlds hints for details on finding and closing Oblivion gates.
5 of 5: After you close three or more, return to Dagail to report success and start your advanced training.
