The Elder Scrolls IV: Oblivion Hints
Speechcraft
1 of 8: Once you get your Speechcraft skill to 70, talk to Varon Vamori in Bravil or Gruiand Garrana in Cheydinhal about "Training" to be referred to Tandilwe.
2 of 8: You'll find her in the Imperial City's Temple District, inside the Temple of the One.
3 of 8: When you ask her for training, she'll ask you to speak to every beggar in every city first.
4 of 8: That's not actually hard to do, since all you have to do is talk to each beggar for it to count, but it does involve quite a bit of traveling.
5 of 8: Also, the beggars wander around in the daytime within fairly large areas in the cities.
6 of 8: It's best to wait until late at night in each city so that the beggars will be asleep on their bedrolls.
7 of 8: Use the list below to help you find every beggar.
