The Elder Scrolls IV: Oblivion Hints
Corruption and Conscience
of 15: NOTE: If you haven't finished the Main Quests called "Defense of Bruma" and "The Great Gate" yet, you may want to put this quest off until after you do (since Ulrich Leland is a valuable ally in those quests).
of 15: Either get this quest through the rumor mill or by investigating on your own.
of 15: If you check Aldos Othran's house just south of the Great Chapel of Arkay, you'll find a guard posted outside who says that the house has been sealed due to outstanding fines owed to the city.
of 15: Now talk to anyone in town about "Fines" to be referred to Othran's neighbor to the south, Llevana Nedaren.
of 15: Ask her about "Fines" to learn that Ulrich Leland's second-in-command, Garrus Darelliun, seems sympathetic to the people on this matter.
of 15: Find Darelliun in Castle Cheydinhal's County Hall during the day and ask him about Ulrich Leland after getting his disposition up to 60.
of 15: He'll say that the way to get Leland is to convince Aldos Othran to shape up and act as a witness.
of 15: Follow the quest arrow to Othran and talk to him about Leland.
of 15: Unfortunately, all that will do is provoke him into attacking the guard in front of his house and getting himself killed. Oh, well -- might as well follow him along and watch what happens.
of 15: After taking what little gold Othran has on his body, find Llevana Nedaren and tell her the sad news.
of 15: She'll say to trick Ulrich Leland into coming to her by telling him that she has some incriminating information about him.
of 15: As your latest journal entry states, you need to return to the castle and talk to Darelliun before you decide what to do.
of 15: After you talk to him about Leland, you'll have two options on how to get rid of that corrupt captain.
