The Elder Scrolls IV: Oblivion Hints
What's the regular way?
1 of 12: You need to enter the main citadel from the bridge that connects it to either Hurricane (the west satellite tower) or Earthquake (the east satellite tower).
2 of 12: Unfortunately, the ground-level entrances to Hurricane and Earthquake can't be reached due to giant closed gates with special names.
3 of 12: You'll have to find levers in other towers to open at least one of those four gates.
4 of 12: Start by exploring the Tsunami and Eruption towers, since their ground-level doors are quick and easy to get to from the Oblivion gate.
5 of 12: Each of those two towers has a "corpse masher" that you can ride up to a curvy ramp that will take you to the top of the tower.
6 of 12: At the top, you'll find a giant gate control lever that you can use to open one of those huge outdoor gates.
7 of 12: After using it, go back down to the tower's lowest floor and exit it.
8 of 12: The gate you opened will be one of the two northern gates (the ones in between the Tsunami and Eruption towers), so find it nearby and go through it.
9 of 12: A ways past the open gate, you should find the entry door to either Hurricane or Earthquake.
10 of 12: NOTE: Due to the way the gate levers are named, I suspect it's a glitch that the Tsunami and Eruption gate levers open up the nearby northern gates instead of the farther-off southern gates. If this is ever fixed in a patch, then you'll need to go all the way around to the south central portion of the island (south of the main citadel) to find the gate you opened.
11 of 12: Once you're inside Hurricane or Earthquake, ride the "corpse masher" up and go along the curvy ramp until you find a door leading outside. (TIP: Visit the top floor first for a healing blood fountain).
12 of 12: Go along the bridge outside until you can enter Portals of Natural Disaster (the main citadel) on the floor you need to be on.
