1 of 2: You'll need to finish Talking to everyone.
2 of 2: You'll need to finish talking to Pearl, Oldbag (in the Viola Hall), Adrian (at the Detention Center), Will Powers (at the Criminal Affairs Department), and Matt Engarde. When you've finished talking to them, you'll meet Gumshoe back at your office.
