1 of 3: You need the Expansion Card from Lavender Town Radio Tower.
2 of 3: Then, find the Poke Flute station on the radio just before you "talk" to it.
3 of 3: It is L.50 and carries a Leftovers, meaning it will recover 1/16th of its full HP after each turn. Catch it, as it's a one-shot Pokemon!
