What's to the left of Viridian City?
If you go left, you will have to face Gary, provided that you haven't met Gary in Cerulian City. After you beat him, you can go in direction of route 23, which goes to Indigo Plateau, the home of the Elite Four. You will, however, need all eight badges to get there.
