1 of 2: There has been a burglary. A Team Rocket Member stole a TM for teaching Digletts how to DIG.
2 of 2: Once you have visited Bill and gotten the Cascadebadge, you can enter the house, which will also lead you out of the city. Beat the Team Rocket Member close to you when you leave the house to get the TM he stole. You won't have to return it.
