How can I then get onto the second higher floor section?
1 of 5: The very same way.
2 of 5: Look above the extended wall section your blue portal is on to find another wall section that's even more extended.
3 of 5: Move your blue portal up to the higher wall section.
4 of 5: Then carefully drop down so that you fall through your orange portal.
5 of 5: That'll propel you out of the blue portal and onto the second bit of high-up flooring.
