How can I get into control room #2?
1 of 3: Stand anywhere so that you can see control room #2 and the wall that's just to the left of it.
2 of 3: That wall is portal-friendly, so fire a blue portal onto it.
3 of 3: Put an orange portal onto any reachable portal-friendly surface, then go through it to end up next to control room #2.
