2 of 7: He expressed a strong desire for a bottle of red wine.
3 of 7: Perhaps, if you had such a bottle, you could trade it for information.
4 of 7: You can get a bottle of wine from someone in the game.
5 of 7: The barman in the cafe at the hotel should have something to offer.
6 of 7: Talk to the barman, and order a bottle of red.
7 of 7: Talk to the officer, and offer him the wine. He'll give you all the information he has on the case in return. Be sure to read these carefully, since they allow you to add Dr. Frank Kaufner's office to your map.
