2 of 8: The Flask was Elvan.
3 of 8: A book on Elvan Artifacts can be purchased at J'ferrs bookstore.
4 of 8: Looking at the book in inventory describes it in more detail.
5 of 8: Visit the Cartographer with the Elvan Artifact book.
6 of 8: Select "Buy Maps" and a new topic should be available.
7 of 8: When given a choice, offer him a trade -- the book for a map.
8 of 8: Leave the city and do something else. He should have it ready when you return.
