How can I unblock that path?
1 of 2: It's easy to guess that the outer circle mentioned above is the metal wall surrounding the elevator, so the button mentioned in the fuse box must be accessible behind the hole in the elevator.
2 of 2: Rotate the outer circle with the button in the fuse box and ride up the elevator. Press the red button.
