How can I get Mr. Foster to send me on to Macao?
1 of 4: Talk to him after winning his little board game to get a bronze medallion.
2 of 4: Then talk to him some more until you run out of conversation topics.
3 of 4: He refers you to his secretary, so leave his office and talk to her again.
4 of 4: After you talk to her about everything, go back down the hall and click on the elevator door to get the cut-scene that takes you to Macao.
