What should I do about the guy using the radio?
1 of 8: You could just ignore him and sneak up the winding stairs.
2 of 8: But it's better to take him and his pet radio out of the picture.
3 of 8: First, close the door you came in through.
4 of 8: Then, after quicksaving due to this being tough to pull off, stand near the entrance to the radio room and use the pistol's OCP to knock out the lightbulb in there.
5 of 8: If the radio guy gets up and walks out when you do this, watch for your opportunity to grab him or whack him. If he remains seated, carefully sneak up behind him and grab him.
6 of 8: BONUS: After he's down, shoot the main radio unit with a bullet from the pistol (or pick up the nearby bottle and throw it at the radio) to disable it. This is your bonus objective for this mission.
7 of 8: ALTERNATIVE: If the outside guard isn't nearby, you can door-bash the radio operator. Stand outside the door without opening it, switch to thermal goggles, and whistle to get the attention of the radio operator. When you see him approaching the door, choose to bash it. Timing is important here, so save before you try this.
8 of 8: NOTE: If you take out the radio operator (or if he detects you) before you can overhear a certain important fact, you can search the little file cabinet that's past the first segment of winding stairs to get the info you need.
